Mainstreaming Disaster Risk Reduction (BOSAI) in Japan and the World
Every year, disasters caused by natural hazards occur in various parts of Japan, resulting in the loss of many lives and property. Recent large-scale disasters include the unprecedented Great East Japan Earthquake in 2011, the Kumamoto Earthquake in 2016, heavy rain the western parts in July 2018, and the Iburi Eastern Earthquake in Hokkaido in 2018. Also, there are such disasters in the world, including the typhoon damage in Tacloban in the Philippines in 2013, hurricane damage in the Dominican Republic and Puerto Rico in 2017, and the Sulawesi Island Earthquake in Indonesia in 2018.
The impact of climate change has already become apparent not only in Japan but around the world, and it is feared that it will become more serious in the future, so adaptation measures are becoming more important than before. Based on the experience and lessons learned from the Great East Japan Earthquake, it is important to revamp Japan's and overseas disaster countermeasures and disaster response measures, as well as the way people and society cope with disasters, create a new paradigm for preparedness against major disasters, and reflect scientific knowledge in disaster prevention, disaster reduction, and reconstruction efforts.
Based on the experiences of the Great East Japan Earthquake and other major disasters around the world, the World Bosai Forum, a general incorporated foundation, believes that research results are valuable only when they are used as policies at various sites and implemented in society.
Furthermore, with the aim of pursuing and sharing BOSAI (disaster risk reduction) solutions among industry, government, academia, and the general public, we will work to disseminate the concept of disaster prevention, mitigation, and reconstruction (Mainstreaming disaster prevention) to policies, societies, and cultures around the world in countries and regions where the concept of BOSAI is lacking.
Greetings from the Founder
In November 2017, the 1st World Bosai Forum was held in Sendai. A total of 42 conference participants from 947 countries and regions around the world attended the event. Including ordinary citizens and those involved in the simultaneous events, more than 10,000 people participated in the event, and it ended with great success. We would like to express our deepest gratitude to all of you for your cooperation and participation.
The World Bosai Forum was started in the Tohoku region, which experienced the Great East Japan Earthquake, with the hope that no more people would be saddened by the disaster. At the Third United Nations World Conference on Disaster Risk Reduction held in Sendai in 2015, the "Sendai Framework for Disaster Risk Reduction" effective until 2030 was formulated. The purpose of the World Bosai Forum is to promote the Sendai Framework for Disaster Risk Reduction by proposing solutions to reduce disaster risks in Japan and overseas from various perspectives, learning from each other, and creating new value. In recent years, the philosophy and initiatives of BOSAI have become widely understood around the world, but there are many countries and regions where BOSAI has not taken root. The World Bosai Forum also aims to be the foundation (Platform) for solving this problem.
In December 2018, the "World Bosai Forum Foundation" was established for the smooth operation and further development of the World Bosai Forum. The 2nd World Bosai Forum will be held from November 9-12, 2019. At the 2nd World Bosai Forum, the main body of the forum consists of approximately 50 sessions, and related events such as "Sendai Disaster Prevention Future Forum" and "Earthquake response technology exhibition" will be held at the same time, with the aim of creating a synergistic effect of disaster prevention. We also hope that visitors from afar will see the eight and a half years of recovery from the Great East Japan Earthquake and enjoy the beautiful autumn of Tohoku.

Ph.D. in Geography. He specializes in climatology and international disaster risk reduction policy. Worked on international disaster risk reduction policy formulation at the World Meteorological Organization (WMO: Geneva), the United Nations International Strategy for Disaster Reduction (UNISDR: Geneva and Bonn), and the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP: Bangkok). In 2012, he became a professor at the International Research Institute of Disaster Science at Tohoku University. He also serves as Director of the Global Center for Disaster Statistics. He served as the Secretary-General of the 1st World Bosai Forum and established the General Incorporated Foundation "World Bosai Prevention Forum" in 2018.
